BILLINGS PUBLIC SCHOOLS. Running a city is like running a business. For a city to be successful it has to make money. However, unlike businesses that rely on sales to make money and turn a profit a city does not produce anything that can be sold. Perhaps a city owned utility company can provide some income to the municipality but for the most part cities rely on taxes to earn money for their budgets that pay for the administrative costs of running a city.
Depending upon it’s size the costs of running local government vary, but are allocated by everything from law enforcement and fire officials to sewage and water utilities to paying for road planning and maintenance to public schools, libraries and recreation centers and all of the employees that help to run the city from the mayor all the way down to the garbage collectors and street sweepers. It takes millions of dollars to run a city and most of that money comes from taxes that are collected from sales taxes on local merchants, property taxes on houses, fees for licenses and corporate taxes collected from local businesses.
While each member of the community contributes to the economic structure of the city they live in some cities are looking for creative ways increase their tax base and generate more money flowing through the local economy. In the city of Harlingen, Texas economic development means attracting new businesses to the area to increase the property and sales taxes gained through corporate enterprise. By finding and bringing in big businesses, communities can continue to grow and provide jobs for other industries that support the city and the local economy.
In NYC public transportation is an essential mode of travel for commuters, finding parking or even driving in the city can be a challenge so residents search for apartments look for rentals in NYC that are convenient to subway stops and taxi stands as well as parks, shopping, schools and entertainment venues. Visitors to the Big Apple are often overwhelmed by the immense size of the city and the skyline that is made up of building after building that reaches up to the sky.
There is some debate over the issue of Spanish language that is being taught or not taught in public classrooms. While the majority of the population of the United States speaks English there are many immigrant citizens that have limited ability to speak the language. As the children of these immigrants enter the school system they are learning English and use both Spanish and English to communicate fluently between their parents and teachers.
While the children of immigrants are growing up bilingual there parents struggle to learn English, but the greater tragedy than that of the immigrants having to learn English is that the children of natural born citizens are making little effort to learn Spanish as a second language.
There are a few schools that offer kindergarten classes the option of English and Spanish lessons that cover the same materials in both languages consecutively but as the children progress through grade school and into middle school their exposure to and use of Spanish classroom communications drops off and the children are left with no real usable language skills in Spanish. The bilingual counterparts to Americas school children however have a tremendous advantage over them as they progress through the educational system, graduating and finding opportunities to use their bilingual skills that give them an advantage over the other students in school.
While the burden of learning is on the parents and not the educators of Americas children there are some people, like Ira Riklis that believe in taking on an active approach to learning new language skills and giving everyone an equal opportunity to be successful in life.
